Short-term rentals are banned citywide in Temecula. There is no permit available, no exception process, and no platform — Airbnb, Vrbo, Booking.com, or otherwise — that can legally operate STRs within Temecula city limits.
If you own property within Temecula city limits and are considering any rental for fewer than 30 days, the answer is no. If your property is in the Temecula Wine Country, De Luz, or other unincorporated areas surrounding the city, different rules apply under Riverside County's separate STR program — not Temecula's.
City ban in effect: Short-term rentals of less than 30 days are prohibited under Temecula Municipal Code Section 17.06.030. The city council reaffirmed this prohibition on January 14, 2020.
All platforms prohibited: The ban applies uniformly to all platforms and rental arrangements. Listing a property on any platform for stays under 30 days within Temecula city limits is a violation.
Fines: Violations carry fines of up to $1,000 per day. The city actively enforces through complaint-based inspections and platform monitoring.
No current signs of change: As of August 2026, no ordinance amendments or proposals to legalize STRs in Temecula are currently being tracked. This may change — monitor the city council agenda if you are planning future investment in this area.
Unincorporated Riverside County (Wine Country, De Luz): Properties in unincorporated areas around Temecula — including Temecula Wine Country and De Luz — fall under Riverside County's STR program, not the city's ban. Riverside County has a separate permitting process with its own fees, caps, and requirements. Confirm your property's jurisdiction — city vs. county — before assuming which rules apply.
Where 30+ night stays stand: Rentals of 30 days or longer are not subject to the STR ban and can proceed with standard residential lease arrangements.
