Sedona allows short-term rentals, but the city's permit requirements are among the more detailed in Arizona — including a requirement to conduct sex offender background checks on guests and mandatory safety inspections added in January 2024. The permit must be renewed annually, and all advertising must include the permit number.
If you own property in Sedona or are evaluating one for rental income, the steps below reflect what the city currently requires. Confirm current fees and requirements with the Short-Term Rental Specialist at the City of Sedona before your first booking.
Annual permit fee: $210 per unit, renewed each year. Apply through the City of Sedona's MUNIRevs portal. Contact the Short-Term Rental Specialist at tarthur@sedonaaz.gov with your property and owner information before starting the application.
State TPT license required: Obtain a Transaction Privilege Tax (TPT) license from the Arizona Department of Revenue first — the city will verify it during your application.
Liability insurance: Minimum $500,000 coverage required. The policy must cover rental activity.
Neighbor notification: Notify all adjacent neighbors via certified mail or hand delivery before you begin operating. Keep proof of delivery on file.
Background checks: Sedona requires operators to conduct sex offender background checks on guests. This is a state-authorized requirement under Sedona's ordinance.
Occupancy limits: Capped at two persons per bedroom plus two additional guests. This is more restrictive than the Arizona state default; Sedona implemented this locally.
Quiet hours and noise fines: Quiet hours run from 10 PM to 7 AM, with escalating fines — $250 for a first offense, $500 for a second, $1,000 for a third within 12 months.
Parking: All guest vehicles must park off-street. Street parking for rental guests is not permitted.
Special events prohibited: The permit does not allow weddings, large gatherings, or other special events at the property.
Permit number in advertising: Your permit number must appear on all listing platforms and any advertising materials.
Safety inspections (added January 2024): Annual registration now includes mandatory safety inspections and a requirement to designate a 24/7 local contact.
Tax obligations: The combined state, county, and city TPT rate on rental income typically totals 12–14%. Major platforms collect and remit most taxes automatically, but operators remain responsible for any amounts not collected.
Sedona's STR requirements have evolved significantly since 2023 and may continue to tighten.
