Phoenix launched its mandatory STR registration program in July 2023. Every operator must register before hosting, designate a 24/7 local contact, and carry minimum liability insurance. A May 2024 update to the city's Party House Ordinance extended nuisance enforcement specifically to short-term rentals — three or more complaints within 12 months triggers review and potential suspension.
Mesa, Tempe, and Chandler each run their own registration programs with separate fees and portals. The Phoenix requirements below apply to properties within Phoenix city limits. If your property is in a neighboring city, confirm requirements with that city's licensing office before listing.
Annual permit fee: $250, non-refundable. Apply and renew at shapephx.phoenix.gov (the SHAPE PHX portal).
State TPT license required: Obtain a Transaction Privilege Tax (TPT) license from the Arizona Department of Revenue before submitting your city application. Include the license number on your application.
Application documents: A notarized affidavit/attestation, proof of TPT license, proof of liability insurance, and a map or description of the property's safety equipment. All documents are submitted through SHAPE PHX.
Neighbor notification: You must send certified-mail notices to all neighboring properties and HOAs within 600 feet of the rental. Phoenix requires an attestation of compliance before a permit is issued.
ADU restriction: Short-term rentals in accessory dwelling units (ADUs) are prohibited. The STR permit applies to the main structure only.
Permit review timeline: Phoenix issues or denies permits within 7 business days of a complete application submission.
Tax obligations: The combined tax rate on rental receipts is approximately 8.6% — Arizona state TPT (5.6%), Maricopa County surcharge (0.7%), City of Phoenix TPT (2.3%) — plus an Arizona lodging excise tax of approximately 5.5%. Major platforms collect and remit most taxes, but the operator remains liable for any uncollected amounts.
Enforcement: Three or more substantiated complaints within 12 months can trigger license suspension. Unlicensed operation carries fines of $500–$1,500 per violation. The May 2024 Party House Ordinance added STR-specific triggers for noise and nuisance enforcement.
State preemption: Arizona state law (ARS § 9-500.39) prevents Phoenix from banning STRs outright in residential areas, but the city can regulate safety, noise, and tax compliance.
Short-term rental ordinances shift often — fees increase, notification radii expand, and enforcement priorities change with little notice.
