Flagstaff allows short-term rentals in legally permitted single-family homes, 1–4 unit properties, condos, and ADUs — but a city STR permit is required before you host. The city reviews applications within 7 business days of a complete submission and has actively enforced the annual neighbor notification requirement since September 2024.
Arizona state law (ARS § 9-500.39) prevents Flagstaff from banning STRs outright in residential areas, though the city can and does regulate safety, noise, and tax compliance. If you own property in Flagstaff or are evaluating one for rental income, the requirements below reflect the current program.
Annual license fee: $185, applied and renewed annually through the City of Flagstaff's STR online portal.
State TPT license required: Obtain a Transaction Privilege Tax (TPT) license from the Arizona Department of Revenue (AZTaxes.gov) before submitting your city application. Flagstaff verifies TPT license status at both issuance and renewal — a step the city added in May 2024.
Eligible property types: Single-family homes, 1–4 unit residential properties, condos, and ADUs in Flagstaff are eligible for an STR permit. Properties outside these categories are not eligible.
Application documents: Submit proof of your TPT license, 24-hour emergency contact information, and an attestation that neighbor notification has been completed. Applications are reviewed within 7 business days.
24-hour emergency contact: You must designate a contact who can respond to the property within two hours if on-site response is required. This 2-hour on-site response standard was clarified by the city in January 2024.
Annual neighbor notification: Within 30 days of permit issuance or renewal, deliver written notice to all adjacent property owners. Document delivery with certified mail receipts or signed acknowledgments. The city began actively enforcing this requirement in September 2024.
Tax obligations: Hosts must remit the Arizona Transaction Privilege Tax plus applicable Flagstaff city taxes on all stays. Major platforms collect and remit most taxes automatically, but operators remain liable for any uncollected amounts. Confirm current combined rates with the Arizona Department of Revenue.
Permit number: Display your permit number on all listing platforms and advertising materials.
